Domenico Cavagnari was born in Genova. He became the chief of staff of the Italian Navy in 1934 and later became the Undersecretary of State governing naval affairs. He was credited with shaping the Italian Navy into a strong force in the Mediterranean Sea, but in fact it was his fault for not introducing naval aviation to Italy. He retired from the military in Dec 1940 after half of his fleet was disabled after the successful British attack at Taranto.

Cavagnari passed away in Rome at the age of 90.
