  1. Areas in Indochina lying north of 16 degrees north latitude are to be taken over by General Lu Han, Commander of the 1st Area Forces.
  2. Guangzhou, Hong Kong, Leizhou Peninsula, and Hainan Island are to be taken over by General Zhang Fakui, Commander of the 2nd Area Forces.
  3. Kukong, Chaozhou, and Shantou are to be taken over by General Yu Hanmou, Commander of the 7th War Area.
  4. Changsha and Hengyang are to be taken over by General Wang Yaowu, Commander of the 4th Area Forces.
  5. Nanchang and Jiujiang are to be taken over by General Xue Yue, Commander of the 9th War Area.
  6. Hangzhou, Jinhua, Ningpo, and Xiamen are to be taken over by General Gu Zhutong, Commander of the 3rd War Area.
  7. Nanjing and Shanghai are to be taken over by General Tang Enbo, Commander of the 6th War Area.
  8. Wuhan, Yichang, and Shashi are to be taken over by General Sun Weiru, Commander of the 7th War Area.
  9. Xuzhou, Anqing, Bangbu, and Haizhou are to be taken over by General Li Pinxian, Commander of the 10th War Area.
  10. Tianjin, Beiping, Baoding, and Shijiazhuang are to be taken over by General Sun Lianzhong, Commander of the 11th War Area.
  11. Qingdao, Jinan, and Dezhou are to be taken over by General Li Yannian, Deputy Commander of the 11th War Area.
  12. Luoyang is to be taken over by General Hu Zongnan, Commander of the 1st Area Forces.
  13. Shanxi Province is to be taken over by General Yan Xishan, Commander of the 2nd War Area.
  14. Rehe, Chahaer, and Suiyuan are to be taken over by General Fu Zuoyi, Commander of the 12th War Area.
  15. Chenzhou, Kaifeng, Xinxiang, Kanyang, Xiangyang, and Fengcheng are to be taken over by General Liu Zhi, Commander of the 5th War Area.
