  • Vice Admiral Hikohachi Yamada succeeded Vice Admiral Baron Sadayasu Tomioka as the commanding officer of the Ryojun Naval District (previously known as Port Arthur; now Lushunkou, Liaoning Province, China), Kwantung Leased Territory in northeastern China.
