TRAINING EXERCISES:WAVEOFF!
Could be that the FM-2 pilot is making his carrier qualifications,and the safty officer singling him, to unlock his arresting gear, and move forward. Note the Atlantic color scheme of dark gull gray over insignia white
The FM-2 was built by General Motors(GM)the company established the Eastern Aircraft Division. The FM-2 was armed w/4x50 caliber machine guns plus bombs and rockets.
The airborne F4F has received a last-minute waveoff because the flight deck isn't clear.
This is how I see the photograph, but than again I've been wrong before.
The U.S.S.Charger CVE-30 was a converted cargo passenger ship, she trained carrier pilots and ships crews in carrier operations
and operated in the Chesapeake Bay area.
