Looks like this Val dive bomber has pulled out of its dive over Pearl Harbor.
The object between the landing gear is the trapeze, this swung the bomb clear of the propeller before release.
The dive breaks under each wing, are in the down position, the breaks prevented the plane from diving so fast, it wouldn't be able to pull out of the dive.

The Aichi D3A Type 99, Val dive bomber could carry 1x250kg/500lb and 2x60kg/132lb bombs. Armament two forward firing 7.7mm Type 97 machine guns w/500 round per gun and 1x7.7mm rear firing Type 92 machine gun.
