It is doubtful these are Americans in Mongolia in 1939. These are almost certainly Chinese personnel.

They’re probably Soviet soldiers. The USSR and Japan fought a short border war in 1939 along the Manchurian-USSR border.

If two pictured on right are Americans their helmets are wrong for circa 1939. Picture would have been taken later than 1939.
