A closer look at the city limit boundaries confirm that you are correct. The original shipyard being in Portsmouth led to a false assumption that these piers were as well. The caption had been corrected and we thank you for pointing this out.

Naval Operations Base is not in Portsmouth, Va but Norfolk, Va instead. The buildings in the background are the Naval Supply Center at the base, now called Naval Station Norfolk.
