The Presidential Unit Citation itself was awarded for Bowfin’s second war patrol ending in Dec 1943 when Lieutenant Commander Walter Griffith was in command and LtCdr Griffith was presented with the written citation at that time. This photo only shows Nimitz presenting Bowfin with the pennant for the award rather than presenting the award itself.
