Whys is the officer shaking Burke's hand wearing a slightly lighter coloured uniform?

Graham Clayton (above):
The Admiral is wearing khakis while the Ensign is wearing whites. He is the only one in the room not wearing khakis. This version of the whites, cut same as the khaki jacket, was very short-lived.
