More than likely, this is simple the drivers visor. It is up in the raised position, which allows the driver better overall vision outside, and the hatch then acts as a visor. However, in combat his would be shut, and thus look normal once more.

What is the function of the hooded piece of equipment over the drive wheel on the left fender? I have not found any info on it.
