I think the photo is upside down, and I agree with the previous poster, this is the Yamashiro.

The aft facing position of "C turret" would suggest that this is HIJMS Yamashiro.

This is Yamashiro. Note the absence of the protrusion on the spine of the pagoda, which characterizes Fuso.
