I think the man with the pointer is "Pete" Quesada and the man standing behind him is "Lightning Joe" Collins.

After seeing your comment, I looked at other photos of all the men named and I think you have it exactly right. The caption has been updated to reflect this and my comment of 5 Nov 2015 is now outdated. That comment should read:
Collins was the Commanding General of the US Army’s VII Corps. Spaatz was the Commanding General of the Allied Strategic Air Force. Doolittle was the Commanding General of the USAAF 8th Air Force. Major General ER “Pete” Quaseda, Commanding General of the 9th Tactical Air Command. Seated behind Doolittle is Major General Hoyt Vandenberg, Commanding General of the 9th Air Force.
