- The 1,819-ton neutral Norwegian merchant steamer Kvernaas was stopped and searched by the German destroyer Wilhelm Heidkamp. The ship was en route from Sundsvall, Sweden to Amsterdam, the Netherlands with a cargo of 2,585 tons of cellulose and was instructed to sail to Kiel, Germany. ww2dbase [HM]
- Japanese troops reached the outskirts of Changsha, Hunan Province, China; the Japanese had thus far suffered 40,000 casualties on this assault. ww2dbase [First Battle of Changsha | Changsha, Hunan | CPC]
- Adolf Hitler issued a repatriation order for the 86,000 ethnic Germans living in Estonia and Latvia, knowing that the Soviet Union would soon demand the Baltic States. ww2dbase [Annexation of the Baltic States | CPC]
