Independence (CVL-21) was laid down May 1, 1941 and launched at Camden, New Jersey in August 1942, then commissioned January 14 1943 at Philadelphia Navy Yard. She then did shakedown off Trinidad, returned to Philadelphia, then transited Panama in mid-June to San Francisco. On July 11 1943 she was at Mare Island (San Francisco Bay) preparing to sail for Pearl Harbor on July 14, where after a couple of training runs, she joined TF 15 (precursor to TF 50 and TF 58) for a raid on Marcus. So the photo caption should say maintenance (maybe, note the sailors sunning on the aft end of the flight deck), but not construction.
