Does anyone have a better copy of the photo "Crew of USS Harder, date unknown"?

I remember my grandmother had a really sharp glossy photo of this so my uncle, Richard Pick, must be in it. No one in the family knows where this photo is and she, alas, passed some time ago.

Who in the Fed govt might I Contact?
